Relevant Management Services today issued the following statement regarding Washington's Entity Regulation Pilot Project, the first program in state history to let businesses and nonprofits seek authorization to deliver legal services.
The Washington Supreme Court authorized the pilot in December 2024, directing the Washington State Bar Association and the Practice of Law Board to design and run a time-bound, data-driven program, and the application portal opened in October 2025. Until the pilot, only individuals licensed by the court — mainly lawyers — could own law firms and practice law in Washington.
The company, which operates from a hub in Bellevue, Washington, welcomes the pilot's data-driven approach. Careful, supervised experimentation is how a profession learns what actually protects clients. Washington joins Arizona — which eliminated its version of Rule 5.4 in 2021 and has licensed roughly 150 alternative business structures since — and Utah's time-limited regulatory sandbox in generating real evidence about new models for delivering legal services.
Relevant Management Services is not a participant in the pilot and does not need to be. The company is a management services organization: it provides business services — strategy, brand, marketing, technology, and back-office operations — to independent, attorney-owned law firms at fixed or objectively calculated fees. It does not deliver legal services, does not share in legal fees, and takes no part in legal judgment, so its model requires no special authorization in Washington or in any other state. The pilot changes who may deliver legal services; it does not change the line the company is built around. The business of law and the practice of law are different things, and the company stays entirely on the business side.
